ACCESS CONTRACT
Public can view. Founder can change.
Public forms create private or moderated submissions only. They cannot edit investigations, approve evidence, publish snapshots, or enter Founder controls.
Public view: read-only governed output.
Moderated submission: held for Founder review.
Private access: authenticated Founder session required.
